Bousfields was retained by Four Seasons Hotels and Menkes Developments to assist in securing planning approvals for a 50-storey hotel and residential tower, which will serve as the flagship hotel for the Four Seasons chain, and a 24-storey residential tower. The site is located on the east side of Bay Street, between Yorkville Avenue and Scollard Street. We prepared a Planning Rationale report in support of applications for an Official Plan Amendment and rezoning, analyzing the policy framework, density, height and urban design rationale.
The project was supported by City staff and the amendments to the Official Plan and Zoning By-law were adopted by Council in April 2006. As a result of appeals by area residents, an Ontario Municipal Board hearing was held in January 2007. Peter Smith provided evidence at the hearing in support of the proposed development. The Ontario Municipal Board issued its design decision approving the development on January 11, 2007.
