Tip Top Phase II, 90 Stadium Road

Bousfields was retained by Monarch Corporation to provide urban design and planning services in conjunction with a proposed 365-unit residential development at 90 Stadium Road.  The site is located on the central waterfront, immediately south of the heritage Tip Top Tailors building and east of Coronation Park. 

City staff had raised concerns regarding the height and density of the proposed development in terms of potential shadowing impacts on the park and loss of sky view, as well as securing an appropriate alignment for the Martin Goodman Waterfront Trail.  Through negotiation with City staff, a settlement was reached based on a revised massing, consisting of a 22-storey residential tower atop a 7-storey base and a 9-storey mid-rise street related residential building along Stadium Road.  Peter Smith and Robert Glover provided land use and urban design evidence in support of the settlement proposal at an Ontario Municipal Board hearing in April 2006.

On April 13, 2006, the Board issued its decision in favour of the proposed development.  It accepted expert witness’ Robert Glover’s “persuasive and uncontradicted urban design and professional planning evidence” and “his opinion that the proposed development is in keeping with the urban design context, the urban design provisions of the Official Plan and it represents good urban design practice”.
